Capitol Confidential ? Do new campaign finance regulations go far ...

We reported this morning about a set of draft regulations the State Board of Elections is floating to regulate independent expenditures.

This campaign spending, by entities other than candidate committees ? something attached to a labor union, say, or maybe wealthy business groups ? must be disclosed, according to the Cuomonian ethics act of 2011. We?ve seen it crop up in the national elections, with the proliferation of super PACs, and now several good-government groups are concerned spending here could happen anonymously.

In New York, independent expenditure campaigns by unions were a contributing factor in the successful campaign of Erie County Executive Mark Poloncarz.
